Holy Spirit is Deity - God:

Acts 1:5 "For John baptized with water, but in a few days you will be baptized with the Holy Spirit."

Pentecost: Acts 2:4 "All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them." Also Acts 19:6
God wills the gifts: Hebrews 2:4 "God also testified to it by signs, wonders and various miracles, and gifts of the Holy Spirit distributed according to his will."
Tongues is a gift: 1 Corinthians 14:39,
1 Corinthians 12:9-10 "to another faith by the same Spirit, to another gifts of healing by that one Spirit,to another miraculous powers, to another prophecy, to another distinguishing between spirits, to another speaking in different kinds of tongues, and to still another the interpretation of tongues."
1 Corinthians 12:28 And in the church God as appointed first of all apostles, second Prophets, third teachers, then workers of miracles, also those having gifts of healing, those able to help others, those with gifts of administration, and those speaking in different kinds of tongues.
Tongues, not all will have this gift: 1 Corinthians 12:30 Do all have gifts of healing? Do all speak in tongues? Do all interpret? (no)
Love more important: 1 Corinthians 14:5-6,19, 1 Corinthians 13:1 If I speak in the tongues of men and of angels, but have not love, I am only a resounding gong or a clanging cymbal.
All believers have the Holy Spirit: Romans 8:9, Eph 4:30.
